Shifting the Burden of Proof

When you make an assertion, who needs to prove what? Do you need to prove it’s true, or does the opposition need to prove that it’s false? It’s generally accepted by the rules of rhetoric that the person who makes a claim is required to prove that the claim is true. The recipient of the claim does not need to prove that it is false.
