When safety is increased, people engage in riskier behavior. This means that the expected safety benefit is never realized, because it’s always partially offset by more dangerous behavior.

Examples

People who wear sunscreen tend to spend more time in the sun, likely to the point of offsetting the benefit of sunscreen.
