Following World War I, JOE E. STEGER of Illinois came to the Black Hills for his health and remained to build highways for South Dakota. This SCENIC DRIVE and the CHICAGO- BLACK HILLS HIGHWAY (U.S. 18) are the result of his inspiration and effort. These highways lead to HOT SPRINGS, whose citizens in appreciation have erected this marker.”
